Canada remains one of the most popular study destinations for Jamaicans, but recent changes have made the process more competitive. A new student cap limits the number of study permits issued each year, and a Provincial Attestation Letter (PAL) is now required for most applications. Here is what you need to know to apply successfully in 2026.

The Student Cap: What Changed

In January 2024, IRCC introduced a cap on the number of study permits approved each year. This was a response to concerns about housing affordability and the quality of some educational programmes. The cap reduced approvals significantly from previous years.

Each province receives an allocation of attestation letters, and you need one before you can apply for a study permit.

Provincial Attestation Letter (PAL)

A PAL is a letter from the provincial or territorial government confirming that your study permit application counts toward their allocation. Your institution applies for this on your behalf after you receive your letter of acceptance.

Who is exempt from the PAL requirement:

  • Master's degree students
  • Doctoral (PhD) students
  • Primary and secondary school (K-12) students
  • Study permit renewals and extensions

If you are applying for a bachelor's degree or college diploma, you will need a PAL.

Proof of Funds

You must demonstrate you can pay for tuition and living expenses:

  • Tuition: The full first year's tuition as shown on your letter of acceptance
  • Living expenses: A minimum of CAD $20,635 per year
  • Family members: An additional ~$4,025 for the first family member and ~$3,492 for each additional

The most common way to demonstrate this is through a Guaranteed Investment Certificate (GIC) — a deposit of approximately CAD $20,635 at a participating Canadian bank (Scotiabank, CIBC, BMO, RBC, and others). The funds are released to you in monthly instalments after you arrive in Canada.

Designated Learning Institutions (DLI)

You must be accepted at a Designated Learning Institution — a school approved by a provincial government to host international students. Before accepting an offer, verify that the institution has a valid DLI number on the IRCC website.

Can You Work While Studying?

  • On campus: No hour limit, no separate work permit needed
  • Off campus (during term): Up to 24 hours per week
  • Off campus (during scheduled breaks): Full-time, no hour limit
  • Co-op or internship: Requires a separate co-op work permit, applied for alongside your study permit

You will need a Social Insurance Number (SIN) to work in Canada.

Post-Graduation Work Permit (PGWP)

The PGWP allows you to stay and work in Canada after completing your studies. Key details for 2026:

Important 2026 changes: PGWP applicants from university programmes must have a field of study linked to occupations with genuine labour shortages. Language requirements also apply — CLB 7 for university graduates and CLB 5 for college graduates.

Processing Time

Study permit applications from Jamaica are typically processed in 7 to 12 weeks. Apply at least 3 to 4 months before your programme start date. Biometrics are collected at VFS Global Kingston.

Step-by-Step Application Process

  1. Get accepted at a Designated Learning Institution and receive your letter of acceptance
  2. Obtain your PAL (your institution applies on your behalf, if required)
  3. Open a GIC at a participating Canadian bank
  4. Apply online through your IRCC account
  5. Pay the application fee ($150 + $85 biometrics)
  6. Complete biometrics at VFS Global Kingston
  7. Get a medical exam from a panel physician in Jamaica
  8. Receive your study permit approval and travel to Canada
